Developing a Digital National ID System in the Philippines Using AI Technology

This Omdena Local Chapter Challenge runs for 8 weeks and is a unique experience to try and grow your skills in a collaborative and safe environment with a diverse mix of people from all over the world.
You will work on solving a local problem, initiated by Antipolo, Philippines Chapter.
The problem
The implementation of an AI-powered national ID generator and digitization system in the Philippines presents a significant hurdle in terms of ensuring data privacy and security. The capture and retention of sensitive personal information, including biometric data, may be susceptible to breaches and exploitation. Unauthorized individuals may utilize the collected information for their own purposes or acquire it for nefarious reasons, posing a threat to the system’s integrity.
In addition, the utilization of AI algorithms presents a potential for errors in the identification process due to inherent biases. Biased data used in AI training can result in inaccuracies and discrimination against specific groups, leading to the exclusion of certain individuals from government services or the provision of incorrect IDs.
Moreover, ensuring that every citizen and resident alien, especially those living in remote areas or lacking proper documentation, can obtain a national ID poses a significant challenge. Unequal access to government services and further marginalization of specific groups in society may occur as a result.
The goals
The primary goal of the project is to create a reliable and efficient identification system that can streamline government services and reduce fraud. The system aims to provide a single, secure, and verifiable national identification card for all citizens and resident aliens in the country.
Specific goals for this project include:
- Improve the efficiency and accuracy of government services: The national ID system aims to simplify and expedite government transactions, reducing the time and cost associated with obtaining various government-issued documents.
- Enhance national security and law enforcement: The system aims to provide accurate and verifiable identification of individuals, making it easier for law enforcement agencies to identify and apprehend criminals and terrorists.
- Reduce fraud and identity theft: The system aims to prevent the issuance of duplicate IDs and fraudulent identification, improving the accuracy and reliability of government records.
- Promote financial inclusion: The national ID system could facilitate access to financial services and improve financial inclusion for those who currently lack formal identification documents.
- Improve governance and transparency: The system could improve governance by providing a reliable and accurate database of citizen and resident alien information, allowing for better planning and decision-making by government officials.
